In the Role setting, under Access, there are 3 choices. They are enabled, disabled and "not set"

I would like to know what is "Not Set" and the implication. If I left it as Not-Set, does it mean there is no control and open to all. Everyone can create, read, edit and delete?

Not-set means it will be skipped. Open user detail view and click Access button to see what is applied to the user. Roles are merged. If there was all Not-set that means that default access level will be applied. Usually it means full access;l.
