How to change cost on Variant Level of Product?

We noticed today that the ability to set a different cost at the Variant level is not available. Can this be changed? Is this hard coded somewhere? We set a variant as case size, so we need the unit cost times the case size and when we tried to do that calculation and put the correct case cost on the variant it is not editable. It seems to be able to only set a cost on the main product as the cost on the Variant is read only and seems to be not changeable.

I guess my question is there any way to change this? Is this set up this way on purpose? Can it be changed to be able to let us set different costs on Variants?
