How do I enable SMS Templates in the Admin tab and the Send SMS Action in workflows?

I want to create SMS Templates and create workflows to automatically Send SMS messages, however those options do not appear for me. I already have both the SMS providers extension and Elba SMS extension installed on my application, but even after uninstalling and reinstalling, there seems to be a lot of options disabled or missing.
