How to add custom layout to Portal Tab List

I have created a new custom layout to use in the user portal, but I cannot seem to be able to add it to the Tab List, Is there a way to do this?

This is for a custom entity that is working fine and showing as a panel in the accounts detail screen.

I have also tried creating a layout set, and applied to the portal, but cannot see where/how this would be displayed in the portal.

Any advice much appreciated.

Have you set the permissions for the portal user in "Roles Management" to view the specific custom entity?
