9.1.2 (and 9.1.3) issue with access

Looks like latest update restricts API user (with very large access, including 'User' - read), doesn't allow to read it

For information, there were no changes in 9.1.2 in comparison with 9.1.0 that could have an effect on this logic.

I could not reproduce an Api user not being able to access other users. Checked access to regular and admin users. Works fine for me.

After some time, I realized, the user was inactive.
And now it's not allowing to read inactive users.
Not a bug but now made an external app to halt, will redo the logic.
