background additional filter to all queries for logged portal user

Can You tell me some hints how to deal with problem to solve like that:

We have portal, and some assigned users, there is a need to show on contact lists for logged to portal user only those with specific parameter set to true

chpa=true

it should be added to every query for portal users on portal only without option to disable by user, :/

i know that deleting from "portal users" in panel will do the thing, but i can, not. i need to save them but not to show them
