Allowing users to see inactive users in filters/lists etc?

We are still on 8.3.2 (we will be upgrading just not in a spot to do so at the moment). We have some users who, for housekeeping, it would be helpful if they could see inactive users in their searches and filters etc. Right now only Admin's can see them. I have found a dozen and a half suggestions in various searches on how to do that, but nothing seems to work. So, tired of messing around - came here for your experts suggestions

Is there, any way, to allow users who are not admin's to see inactive users in filters/searches or what not.

You can define custom classes in custom metadata.

Thank you. I will check into those - I assume I can extend/override what I need? Basically they want me to mod it so that everyone can see all users (not just Admins). I notice the link says 9.0.5 - is this only in 9? I guess I will answer that when I look into it.

Am still very new to Espo - so may be coming back to this , but will give it a shot.
