tax entity is not in the user role scope list

How do I make entity tax appear in the user's role scope?
I created a tax list in the Purchase Order but when I accessed it via other role than admin it couldn't, I wanted to display it but the entity was not in the scope list.

This issue was recently fixed in a release.
