Send Mass Email to the specific time

It would be nice to have a feature for the ability to Send Mass Emails at a specific time for a particular time zone in the campaign.

you could make a copy of every campaign with a different time-zone

Is is possible to set like 1PM to 8PM ?. Mass email will only work during this time.
