Accommodate pre-defined/named system-wide filters

Report Filters (from advanced pack) can do it.

It would be useful to accommodate pre-defined/named filters (defined and setup by Admin user) that can be applied system-wide in record listings, dashlets, etc. Therefore, selection criteria is set up just once, but immediately available to all users to filter their own lists.
