Add preferences to roles

Please add preferences to roles. So we can choice which users can edit wchich preferences.

E.G. Only admin can edit preferences of each user - user cannot edit own preferences independently.

I don't think we need this in espocrm.

If you find EspoCRM good, we would greatly appreciate if you could give the project a star on GitHub. We believe our work truly deserves more recognition. Thanks.
