Customization layers to improve re-usability of settings files

I would like an easy way to send all the customizations made with the GUI to a new module instead of custom, and have it use the proper "__APPEND__" syntax for existing entities...

Thanks. Looks like a good starting point. I hope something like this ends up in GUI like vTiger/Yeti. Having all the customization divided by scope would greatly improve the admin experience, rather than blending everything in custom.
