Need grant Import function to user

Hi,

Please advise how to grant import function to user
Our user need to import contact/account from excel to CRM by themselves.
They often do it
But I don't want to give admin account to them

Currently importing data is reserved only for admin. Is it possible to modify the source code, or permissions to allow non-admin users to import data?
