Report on Contacts without Portal User Records

I am trying to build a report of contacts that do not have portal access.

I have tried using the Portal User Is and leaving the field blank, but that didn't work. I have also tried a complex expression of:
No Function
Portal User.Avatar(ID)
Equals

and tried leaving it empty and tried "";

I am not sure how else to do this.

I'm not sure whether it's possible. I will take a look and try to add this ability.
