You can put it into custom directory.

I think you are not understand the question of him. "He wanna customize Layout in Module". Of course put into "custom" should work. BTW sometime is not easy to manage.

As i know. The currently you did not allow it. Also I noticed that The Core/Ultils could not be extendable? Right?
