Adding language

Try to log out/log in.

Did I wrong somewhere?

As attached picture. (I dont know how to embed it here)
My steps are:

1. I found the location of some your language files, actually I don't know is it the right location.
2. Duplicate an existing language folder and rename it after modification inside.
3. Add more language in data/config.php as you said
4. Edit the current language
--
Then I clear the local cache but nothing happen.

Where did I wrong? Thank you very much!

I want to add our language but it is not available in the languages list, how can I manually create and add this?
