Sending e-mail without TO parameter

Hello,
sometimes we want to send e-mal through hook to many recipients. We don't want them to see eachother, so we can setup to send e-mails through UDW parameter, but in e-mail GUI parameter TO is required, so i want to ask, can i send e-mail without TO parameter without problems?

What we have always done is use BCC for everyone and set the TO to be ourselves

I think that there is should be no requirement on this. If we want we should be able to send e-mails without this parameter.
