How to trigger workflow after User is created or updated?

Hi, when I create a workflow, I can't set User as the Target Entity. The thing is I don't even want to do anything with the User entity, I just want to update a different entity when a User is created. Please direct me to the file which I should tweak to be able to do this

Btw, I also need to give certain Users permission to update a couple of fields in a couple of different Users without making them admins. After searching the forum I found it is prohibited on purpose due to security reasons (although I didn't quite get which ones specifically), but it can be worked around manually. Please advise which file should be tweaked to implement a workaround

Actually, the User entity is available as the Target entity for Workflow.

Thanks for the response! It's not in my case, but I guess it's because my Espo version is 4.8.2. So an update will be the easiest fix
