How can apply a specific permission on any user

Hey,

I need to remove or apply a new role on all users to make them cannot edit or remove any cases they created in our system that mean if I have user called: jon

and jon has been finished from create a new case by default he can edit it or remove it. I need to remove those button from his account all i need jon to do it in our system is that just create a new cases.

I cannot find Allow to remove created records disable. inside Settings (EspoCRM Version 4.8.4)

and which part of Base.php i can edit to make sure that all users cannot edit any case or task on any module or on specific module.

still not working but for now i need to prevent all users from editing any case or task on the EspoCRM. how can i do it? I'm sorry for any inconvenience
