customize more option in sending email by workflow

Hi,
When I create workflow for email, I need more option to choose when action sending email.
Now you have available so many options to send, but I do not find option for only people in "TO" address.If I choose option related user, it will send to all people relating this email.
Some case, I just want to send alert email only for people whose address email in "TO" not in "CC"
