Automatically send email to whoever is or will be added to the Target List

Hello,
I would like to ask please if there is any way how can I automatically send email to Leads on Target List + in the future whenever someone would be added to Target List, it would automatically send the email as well. I don't have Advanced Pack, so I am looking for solutions that do not require it. I was playing around with Campaign + Target List + Mass Emails, but it seems like that when I launch Mass Email for a Campaign, it send email to all contacts on the Target List, but when I add new contact to the Target List later, it does not send additional emails to these contacts, so this is the missing piece of functionality I am looking for.

Probably it should be done via afterRelate hook.

emillod thank you very much for pointing me in the direction... in the end it seems like I will either use `afterRelate` or `afterLeadCapture` if I will end up using Lead Captures
