The App Log does not display errors.

My App Log does not show any error messages, but I found a significant number of errors in the backend under data/logs. How can I make it display ERROR level messages in the App Log?

Additionally, I would like to receive an email notification whenever an ERROR entry is created in the App Log. How can I set this up?
