How to add nav-link to navbar?

I would appreciate docs link, if there any, couldn't find.

How to add nav-link to navbar (topbar or leftpanel) idk what affects it's position (or cms version or custom theme)
which leads to my custom view with my logic?

As of v8.2 you can add custom URLs to navbar as tabs. Administration > User Interface > Tab List.
