My system is giving this error when I try to create or modify a user

Hi everyone,
please how to fix => Error 500 Bad data stored in file 'data/cache/application/entityAcl.php'.
while setting espo i opened too much tabs as log reports failure due to max user connections.

but this is 80% a permission issue
