I don't know why but if i create new Quote based on Opportunity, QuoteItem will not fetch Account by default:

I can reproduce this.
However, what is the purpose of having QuoteItem being linked to an account? It is uniquely linked to an account via the quote, such a link to an account directly is either misleading or redundant. My opinion.
