Entity panel in detail layout for portal user appears even though not defined

We have defined a "Pricing" panel in the detail layout for our "Product" entity for normal users. The "Payment" panel is defined to appear only when the "status" field is set to certain value (e.g. approved) in the main panel for the "Product" entity. When we defined the "Product" layout for the portal user we did not include the "Payment" panel but when the portal user accesses the record, "Payment" panel still appears.
