Portal Account ACL Not working as expected

Hi,
I have defined a portal role where Account Create = No
However the account create option is available to the portal user who has the role and they can save a new account.
The ACL for Contacts and other entities is working as expected it is just account.

Any help would be appreciated.

I am running espo 5.9.1

Sorry, not a bug.
Multiple portal roles were defined on the portal and one of these allowed create on account.
