Could you provide the steps to reproduce this issue?
The regular users can't change the 'is Active' field. Admin user only. It perfectly works if an admin user is deactivating another user, but you can't deactivate that user under which you are logined.
There are two "Active" checkboxes here, I am talking about the one inside the "Rules" panel. The first one under to top is working nicely. So, for me this issue is resolved, because I don't known what this second "Active" checkbox is for.
You need to remove Is Active field from Detail layout at Administration > Layout Manager.
