Clicking on attachments open the file instead of providing the option to "Save"

When clicking on attachments such xlsx or docx, the system presents the option to "Save" but does not do the same for files with extensions such as PDF, TXT, PHP etc. This is on version 5.4.5. We need to save the attachments for later use. Is this a bug?

It's a browser behavior. You can right click on the link and save.
