Error 403 for emma when clicking on stream opportunities

when i click on 500 USD opportunity ( or any other opportunity identified by a dollar amount) i get 403 Error.

Looking at this further, according to what menu access emma has, she does not have access to opportunities, but they do show up in the stream - perhaps they should not.
