Custom field labels not displayed when logging in as another user

When I login as another user via my admin account, none of the custom field labels are displayed anywhere in the application. Instead, it displays the field names as they appear in the database. I'm on v8.4.1.

Could not reproduce on two different instances. Maybe needs clearing cache.

We also ask in bug report rules to provide some log information if possible.
