Disable Export Doesn't Stay Selected

Using Opera and Chrome browser.

Go to Admin -> Settings.
Check 'disable export except for admin'
Box is checked
Click Save

Success message appears.

Page reloads and box is unchecked.

Is this only on my instance, or on other people's as well?

Checked on demo, this works properly. Is there config.php file in data folder ? Do other parameters get stored?
