Menu Bar Dsappeared

Today the menu labels and main menu disappeared. No idea what happened or caused it, but it is gone.

I rebuilt the cache and nothing changed.
Has anyone else noticed this strange behavior?

Take a look to Administration >> User Interface >> Tab List

This is the issue with some last versions of browsers. Already fixed in 2.3.0

Is the DB structure the same from 2.1 to 2.3?

Can we install 2.3 then copy over DB, or is there an upgrade script we need to run?

The same. You can use DB from 2.1
