Filter crtieria of custom filter for project tasks not visible

When I create a custom filter in the project tasks list, the filter criteria are not visible when i use this filter.
So i have no clue by which...

Is there a way to change the proejct a project task is assigned to? Or in other words: Can a user move a project task to another project?

Currently it is not possible to filter or sort the project tasks in the plan view of project.
Or is there a settings option to activate that?...
