Error 500: Could not open socket

I am trying to configure the outgoing email account for notifications, etc, but keep getting "Error 500: Could not open socket" whenever I send a test email. I've checked my server, and fsockopen(), etc, is on, so I don't know what else to check?

Any ideas?
