Restrict Portal Access by geography (instead of Account name)

Hi, guys,

I want to create a portal and restrict PortalUser access to customer records of portal users by geography (i.e. Buildings street name).

So then:

Joe Doe would have access to records related to London city
Jeff Beck would have access to records related to Manchester city
etc.


But basic system functionality allows to set restriction only Account.

Is there a way to add something to settings / system code so I could set restrictions by other Entities parameters?
