Is it normal for logo set in theme to not be shown in the login form ?

I see the templates for the login form and the navbar have the same token for the logo image. But why is the logo defined in the theme json file ignored in the login form when no logo is explicitly set in the interface settings and once I log in it is shown in the nabar?
