Do Group Email Accounts depend on Personal Email Account?

Is it possible to just setup group email account only or a personal emails is required to be setup for emails to be shown?

You can setup only group email account. Your users need to be in some Team. Then in Group Email Account record you select that team and check "For all team users". All users from the team will see emails in Inbox.

If you don't check For all team users then users will be see able to see those email of they select All filter in Email list view. But Role can restrict access to see all emails.
