Roles Assignement Permission and Users isActive

Hi Yuri,
i have a complain of Users.
User is in role : Assignement Permission "All".. User Permission "All".. so for me, he can view all "User". (i understand so)

But, since some version, maybe 8.x .. User say, i can't view or assign to inactive User.

I have looked, and when he try to assign to inactive User, the presetFilter is on "isActive" .... so i change it to "All" ..and only "isActive" user is displayed.

User say me, before, i can assign to inactive User.

Have you make some change recently about this ? it's just for understand what append. I have look github but not find something (with my skill)

If any other EspoCrm User in is this situation, can you post please.
